I don't think so. Imagine the coast line from TN to WB. Can you tell the nos of ports functioning there in. Why cann't we develop more ports and the earning be shared in the manner of Tax revenue to the States involved. If ports are to be developped along the coast , industries needs to be developped near the source of Rawmaterial and In between area has to be developped for Agriculture.
